QUALIFICATIONS for AUSTRALIAN & international commercial endorsements
what do i have to do?
The Australian Maritime Safety Authority (AMSA) revised the qualifications framework for Australians working across the domestic commercial vessel industry, with revised Marine Order 505 (Certificates of Competency – National Law) which came into effect on 1 January 2023.
The resulting revised qualifications framework and guidelines provide national consistency, improved qualification pathways, and better safety outcomes for Australian seafarers and domestic vessel operators.
These changes mean some changes to certifcates of competency, commonly known as ‘tickets’.
Duties and Function:
- Command and operate the engines of a sailing vessel <24m, <100 kW, in inshore waters Sailing Master Offshore NC
- Chief mate or deck watchkeeper of sailing vessel <45m in inshore waters
- Operate a tender <100kW
- General Purpose Hand NC
With this certificate you can command a sailing vessel less
than 24 metres long.
This certificate will allow you to work as:
- Master on sailing vessels up to 24 metres long, with propulsion
power up to 100 kW, in inshore waters - Chief mate or deck watchkeeper on sailing vessels up to 45 metres long in inshore waters
- Operate a tender for the vessel under the command of the master, with propulsion power up to 100 kW
- Undertake the duties and perform the functions of a General Purpose Hand NC
Eligibility Requirements:
Commercially endorsed RYA Yachtmaster Coastal certificate and one of the following endorsements:
- Either Sailing Instructor in Australian waters, or
- The holder of this Certificate of Competence may use it towards the eligibility requirements for the issue of an AMSA Sailing Master COC , plus
- Valid HLTAID011 first aid certificate, plus
- Valid Certificate of medical fitness for near coastal seafarers (AMSA 1850), plus
- Marine Radio Licence (SROCP) issued by AMSA, plus
- RYA Diesel Engine course, plus
- Either Australian Sailing Powerboat Handling course, or
- RYA Level 2 Powerboat course

<100 kW, with no more than 12 passengers if outside inshore waters. - Chief mate or deck watchkeeper of a sailing vessel <45m, <EEZ
- Operate a tender <100kW
- General Purpose Hand NC
With this certificate you can command a sailing vessel less than 24 metres long within the EEZ.
This certificate will allow you to work as:
- Master on sailing vessels up to 24 metres long, with propulsion
power up to 100 kW and no more than 12 passengers, in the
EEZ. - Chief mate or deck watchkeeper on sailing vessels up to 45
metres long in the EEZ - Operate a tender for the vessel under the command of the
master, with propulsion power up to 100 kW - Undertake the duties and perform the functions of a General
Purpose Hand NC
Eligibility Requirements:
You must hold a Commercially endorsed RYA Yachtmaster Offshore or Ocean certificate and one of the following two endorsements:
- Sailing Instructor in Australian waters, or
- The holder of this Certificate of Competence may use it towards the eligibility requirements for the issue of an AMSA Sailing Master COC until XXXX date, plus
- Valid HLTAID011 first aid certificate, plus
- Valid Certificate of medical fitness for near coastal seafarers (AMSA 1850), plus
- (LROCP) Long range operator certificate of proficiency issued by ACMA, plus
- RYA Diesel Engine course, plus
- Either Australian Sailing Powerboat Handling course, or
- RYA Level 2 Powerboat course
Working as a professional Yachtmaster
If you hold STCW Basic Safety certificates you can upgrade your MCA/RYA Yachtmaster qualification to Master of Yachts 200gt. This is the benchmark qualification for a successful international career as a commercial yacht skipper

- RYA Yachtmaster/Coastal Skipper Shorebased certificate
- SROCP Radio Operators Certificate of Proficiency
- A PPR (Professional Practices & Responsibilities) Certificate
- Approved Medical Certificate
- STCW endorsement
- Safety and Sea Survival
- Personal Safety and Social Responsibilities
- First Aid
- Fire fighting and fire prevention

We have made so many friends out on the water on their excellent range of boats with instructors Terry, Gardo, Phil and Damien – not to mention great introductions in the CYCA.
